Sandwich library trustees unanimously approved governance bylaws in September. All eight present—Chair Kathleen McDermott, Vice Chair Gretchen Mulroy, Jayne Burke, Jeanie Vander Pyl, Mark Wiklund, Bob Thomson, Evie Dewar, and Lynne Waterman—voted in favor. Town Attorney Devan Braun's review clarified that working groups with multiple trustees must comply with Open Meeting Law, post agendas and minutes, and confirmed the board cannot alter the state-mandated quorum of a simple majority.
The bylaws redesignated "Public Forum" as "Public Comment," limited public speakers to five minutes, and required remarks be directed through the Chair.
